Planned Progress Inc. is the parent organization which owns and maintains the Coal Miners Museum. It is made up of residents from the Novinger area who volunteer their time and effort toward preserving the town's history. The purpose, organization, responsibilities, and protocols of the organization are outlined below.

The Society shall be called Novinger Planned Progress Inc.
The society shall serve the following purposes:
To bring together the people interested in the history of mining in the Novinger area.
To preserve historical data and articles.
To preserve tradition and our local heritage, connecting the present with the past, for the youth of today; who shall be made acquainted with this heritage through the efforts of the society.
To make historical information available to those interested.
Individual Active Members- Any person over age eighteen (18) interested in the purpose of the Society (see Article II) shall be eligible and shall be a voting member. Annual dues for individual active members shall be $5.00.
Junior Members-Any person under age eighteen (18) interested in the history of Novinger shall be eligible and shall be a non-voting member.
Annual dues shall be required as of the first meeting in April. Latest date of acceptance of said due shall be July 31st, after which those who have failed to pay shall be dropped from membership.
Members shall not be paid fees for mileage or services rendered to the organization unless a motion is made, seconded, and carried prior to such action.
Monthly meetings shall be held on the 4th Monday night during the months of April, May, June, July, August, and September. Further, special meetings shall be held when called by the president.
The officers shall be a President, Vice President, Secretary, and Treasurer.
Officers shall hold their appointed office until the presiding president appoints a nominating committee.
The president shall appoint members of committees and committee chairmen.
Museum Committee-Will collect, catalog, clean, repair, and store historic objects, as well as arrange exhibits and present historical interpretation.
The Novinger Planned Progress Museum located in Novinger, Missouri shall be known as the Coal Miner's Museum and shall remain within the city limits of Novinger.
These bylaws may be amended at any regular meeting by a two-thirds vote of the voting members present, provided notice was given at a previous meeting. They may also be amended at a special meeting called for that purpose, with previous notice at a regular meeting; and two-thirds vote in favor of a special meeting. All proposed amendments shall be submitted in writing.
